Tube/Image of your choice
Font of your choice
Elements of choice
Mask of choice
Toadies - What are you?

New Image - 600x600
Floodfill with white
•••••••••
Select your Preset Shape Tool - Ellipse.
Background set at a color of your choice,
And foreground set to White.
Stroke Width - 5
Line Style - Solid.

Draw out a circle big enough to hold your image/tube.
Hold down the shift key to make the circle even.
Once you are done, convert to raster layer.
Duplicate and resize one of the circle layers.
Resize to make it smaller than the original.

Using your magic wand, click inside your large circle.
Selections - Modify - Expand by 1.
Copy and paste your image/tube.
Resize until you have what you want inside the circle.
Selections - Invert.
On your image/tube layer, hit delete.

Do the same with the small circle.
Once you have them to your liking,
Hide your background layer and merge visible.
Duplicate your Circle layer.
On the original,
Toadies - What are you?
Default settings.
On the same layer,
Effects - Texture Effects - Blinds.
Width - 6, Opacity - 30, Color - whichever you prefer.
Horizontal and Light from left/top checked.
On your duplicate circles layer,
Add a drop shadow or choice.

Highlighting your white background layer,
New Raster Layer.
Floodfill with a color that compliments your tube/image.
Apply a mask of your choosing.
Lower the opacity to 50%.
Adjust - Add/Remove Noise.
Settings - Uniform
Noise @ 10%
Monochrome checked.

Choose your Preset Shape tool - Ellipse.
Stroke width - 5.
Line Style - Dash dot.
Draw a circle around your big circle image
Repeat for your smaller circle.
Drag these layers to just above your white background.
Add a drop shadow of choice.

Draw out an even smaller circle, same settings as the original large circle.
With your magic wand click inside
Add any brushes or words you want.

Add any embellishments you wish to add.
Add your name, and watermark.
Add copyright info.

You can also animate this tag.
I animated the smallest circle in this other example.
In Animation Shop - Paste your smallest circle from Paint Shop.
Right click on the image and choose Insert Image Effect.
I choose rotate:
Effect length - 2.0 secs
Frames per second - 6

Hiding your smallest circle layer in Paint Shop,
Copy Merged your entire image.
Paste into Animation Shop.
Duplicate the Image so you have as many
Frames as the smallest circle.
Once you have that, drag your circle to the main image.
View - Animation
